GEM was launched on August 9, 2016. It's a Section 8 company registered under the Companies Act,2013 which runs under the Ministry of Commerce and is managed by SPV (special purpose vehicle), 100% owned by the Government of India.

Public procurement was generally associated with a lack of transparency where the slow procedure of procurement and a compromised competence. The basic motive behind the launching of GEM was to eradicate these shortcomings during the government purchases. GEM increases the transparency in the whole procurement process. It's a big initiative towards e-governance. It speeds up the procedure of procurement as the process is done through an online portal.
 

PUBLIC PROCUREMENT - WHAT DOES IT MEAN

Every business depends on the sales of goods and services. The sales of these goods and services will only be possible only after buying them. When the buying of these goods and services is attributed to the government it is a known as public procurement in which the central/state/public sector undertakings purchase goods and services.

After the launch of this GEM it has digitally revival revolutionized the process of public procurement. The same has become possible by the proper use of technology which has made this process paperless cashless and contactless.

SELLER REGISTRATION


Private sectors can sell their goods and services to the government sectors on GEM. Using this platform many small entities can also be involved in the process of selling the goods and services to public undertakings. This platform provides a total security and complete transparency in the procurement process and its subsequent payments. A seller has to get registered on this platform but for this the government has laid down certain guidelines.

These guidelines ensure that only genuine sellers get registered on this platform and the purchase gets done in an efficient manner.

GEM REGISTRATION PROCESS


To be registered as a seller on GEM, one has to go through a simple registration process along with the documents mentioned above. The seller's specific user ID and password is created through which the seller can access his account and provide the required services.

The official website for the whole registration process is www.gem.gov.in. Once a user ID is created the seller can list its products along with its price. The prices thus set should include the costings for packing, duties, taxes, logistics etc along with a reasonable margin.

As soon as the seller registration gets done, he will be starting to receive the online orders. Once the order is received, it is the responsibility of the seller to pack and deliver the items safely to the buyer in the stipulated period of time.

In the same hassle-free way, the seller receives the online payment for these orders within or after the expiry of 10 days which is a reserved window for the return.
 

PURCHASE POWER

The purchases which amount up to Rs.50,000 can be done by an authorized government officer by making a purchase order (PO). He must ensure that the seller on GEM platform meets the required standards as laid down in the guidelines. For the purchases which are above Rs.50,000, one has to choose that supplier whose quoted price is least amongst all the suppliers available on GEM platform. Again, the standard quality, delivery timings and other requisites which are mentioned in the guidelines have to be insured before finalizing the order. GEM provides online tools for bidding and reverse auction which can be used by the buyers.

With the launching of GM portal, the public procurement procedure has become highly transparent and the government is continuously improving the structure of this portal government is also considering to widen the coverage of this portal by permitting bulk buyers to use the platform for offering their services.

Government is also planning to rate the buyer also based on the timing of the payment. With widening is ambit; the public procurement worth Rs.50,000 crore is expected to be executed through this portal during the year 2019-20.
